This is can be a number of things but it is definitely a configuration problem of some sort as Oracle has some environment variables that are critical,
so check your LD_LIBRARY_PATH, ORACLE_HOME, and NLS_LANG paths These values may not be set for the user attempting to run the app. Check with your Oracle DBA if you're not familiar with these.
