Ecartis which was last updated in 2003 because of a security issue? Is
that the one you are recommending? How would changing mailing list
managers help that email is almost entirely broken (the perl.org servers
reject something like 9993 out of 10000 incoming mails -- an incredible
amount of spam and viruses).
Ezmlm does indeed have deficiencies, but I don't see that this is one of
them. (If anyone cares, the big feature of ezmlm is that it's insanely
robust. It's uniquely "just works" software. It is requiring very
minimal ongoing maintenance and it makes it very easy for just a few
volunteers to run 150+ lists).
