Hi Bob, You might want to build the driver yourself. The reason being, the binaries uploaded on uwinnipeg repository is 32-bit binaries for architecture MSWin32 (check the DBD-DB2.ppd file).
Follow the instructions at http://www-01.ibm.com/support/docview.wss?rs=71&uid=swg21297335 [ the link you followed ]to build the DBD-DB2 driver using dmake utility and MingW compiler on windows. Let us know how it goes. Thanks Praveen
