arrays as parameters are unhandled by now. This is a known issue and should
be solved soon (more or less :)).
the only workaround is to include the array literally in the query, ie:
var myProducts = from p in db.Departments
where new [] {1,2,3}.Contains(p.dept_no)
select p;
