This post is nearly five years old but I am sorry to say that unfortunately 
what you've read was correct and Google still doesn't allow people from 
Iran access their services on Google Code.Once Sourceforge did the same 
thing but Open Source Community fought back and thanks to them now we can 
download open source projects from their repositories , although I don't 
know whether we can contribute to these projects or not.If you google it 
you can find a lot of articles that saying what Sourceforge was doing was 
in contrast with the spirit of open source projects and community but 
surprisingly I couldn't find one article that say the same about Google 
code :) .Anyway thank you form your concern about the true spirit of Open 
Source Movement
