As of MySQL 4.0, InnoDB is included in the standard package. Being dbmail 2.0 only compatible with MySQL 4.0.14 or later, I think this line should be removed.
I think the INSTALL file should also specify that mysql_config might not be included in the same package as the standard binaries: this is especially true for rpm distros like the one I use (SuSE 9.2 Pro).
