[Dbmail-dev] Sieve code drop

Hey folks,

Dropped an update into SVN with lots of work on the Sieve interface. As
yet I have not enabled sieve in the delivery pathway, but because all
message deliveries at least cross past this code, use 2.1.svn with care.
