It shouldn't be hard to install one.
3 Scripts can be found in the svn repos
(http://svn.collab.net/repos/svn/trunk/tools/hook-scripts/):
mailer.py (needs teh bindings), commit-email.pl and commit-email.rb
(i don't know if those two need the bindings).
Another powerful one is http://opensource.perlig.de/svnmailer/ but i
believe it needs the python bindings too.
I wrote another, very simple one in python which doesn't need the
bindings: http://queen.borg.ch:81/svn/repos/trunk/svn/hooks/
