I'd still like to know if there's a situation where a process is in
STATE_WAIT in the scoreboard, but it appears that anybody in that state
is not there for very long.
Are these fixes in 2.1 only? Or are any / all of them being put in the
2.0 branch also? I'm trying to move to 2.1, but I still can't get the
dbmail-util -by process to stop bombing out.
