I finally got around to playing with timsieved and found that the
avelsieve was slightly busted.

You will also need the patch just committed to fix timsieved auth 
response in 2.3.6 - not sure where it got broken.

Works real nice.

You may also want to look at the change_password plugin while your at it 
using mysql backend. Pretty easy to make that work with plaintext 
passwords (users being set to plaintext of course).
