It makes package updates much easier (put local stuff in one file that overrides settings in the distribution config file(s)), and can keep things cleaner as the size of dbmail.conf increases.

We use Glib's GKeyFile type to read the config-file, and that doesn't support 'includes'. Of course, this is totally unrelated to storing sql statements in the config-file.
