It's not that bad. Aaron has been working on it steadily, if slowly.
It's the libsieve-2.3+ code that appears to be on hold.

I don't have any plans to replace libsieve atm. One possible alternative
would be the sieve implementation from the gnu-mail-utils package. But I
haven't really looked into it yet.

I did one bugfix on libsieve which was merged by Aaron. For dbmail-2.3+
we do need the reentrantsafe libsieve Aaron has been working on, since
lmtp in 2.3+ is event-driven (even when single-threaded).
