I would like to see this as a compile-time or even betterr run-time option. We would like dbmail sends a permanant error instead of temp. in case or full mbx.

IIRC, it was decided over-quota should be a temporary failure as the recipient may clear his mailbox within the retry period. I think that's in line with other MDAs.
