I think you mean the 'prefix'; it is a configure option.
Try:
#./configure --prefix=/root/blah && make && make install
By the way: this is not something that is specific for dbmail...

on the "make install"), that actually builds the binaries to their
own folder.
Something like:
make install /root/blah
which then installed dbmail to /root/blah/usr/sbin/...
