Are you running sendmail in a chroot environment, or is sendmail running it's
mailers in a chroot environment? I know from painfull experience postfix makes
it *very* easy to run mailers and transports chroot.

So everything works ok running from the commandline, and is sendmail integration
your only problem? Could your SMTP section in dbmail.conf be broken?
The error you mentioned means the config file cannot be opened or cannot be
parsed.
