[Dbmail] dbmail-smtp fails to create mailbox in svn 2221

Hello everyone,

I'm seeing this in my logs now that I've updated to version 2221. Does 
anyone know of any changes that would affect a mailbox with its 
permission attribute set to a value of 1?

Aug  4 18:35:28 vtdbmailarc dbmail/smtp[8556]: Error db.c, 
db_find_create_mailbox: could not create mailbox 
[INBOX/Outgoing/2006/08] because [No permission to create mailbox -1]
Aug  4 18:35:28 vtdbmailarc dbmail/smtp[8556]: Error 
sort.c,sort_deliver_to_mailbox: mailbox [INBOX/Outgoing/2006/08] not found
