You can also do things properly (imo):

useradd dbmail
groupadd dbmail
chown dbmail:dbmail /etc/dbmail.conf /usr/sbin/dbmail-smtp
chmod 0600 /etc/dbmail.conf
chgrp dbmail /usr/sbin/dbmail-smtp
chmod 4755 /usr/sbin/dbmail-smtp

just make sure the paths are correct for your system.

Most importantly: don't leave dbmail.conf in a worl-readable state!
