Only if you pay me to tell you so... Or maybe I just don't understand
your question.

Indeed, which requires dba level access and integrates nicely with your
platform-management framework - assuming you have one. If you want to
'delegate' such daily maintenance to a lower level of authorization,
IMAP is your access point - *not* SQL.

Why was IMAP failing for you?

Not that I'm aware of. That was most likely an adhoc decision way back.
It's also in the code;
