Yes, it's true. But I don't know again about this:

I install dbmail-2.1.7-1 and all dependencies, but error on start dbmail
occured:

/etc/init.d/dbmail: line 153: log_end_msg: command not found
invoke-rc.d: initscript dbmail, action "start" failed.

What is log_end_msg and why it did not installed automatically?

That version $Id looks like it's from before dbmail-2.0. That's a CVS
id, and we switched to SVN right after 2.0.0 came out.

Please try using a fresh dbmail.conf from 2.2.1
