It's problematic because a user is always given full control over
mailboxes that they own. You'd have to set something up where the user is only looking at a mailbox that they do not own -- however a user *always*
owns their own INBOX.

You can certainly give usera read-only access to some of userb's
mailboxes, then take delivery of the mail to userb's account, and access
it with #Users/userb/mailboxname.
