Users can modify scripts themselves and have additional rules in 
sieve-scripts. So, there is 1 sieve-script per user and all of them are 
different at all.

Such modification script (say, on perl)  can modify lines with:
        fileinto "INBOX/2007/03";
into
        fileinto "INBOX/2007/04";
without users interaction automatically.

Yes. But dbmail is ready for such work with sieve-scripts!
