Well, I painstakingly walked through all the configuration files for
pgsql and dbmail and got everything configured.
And it didn't start.
then I remembered that debian has /etc/default/dbmail
so I removed the comments for start_IMAPD and LMTPD
Tried it again...

And it looks like there is something seriously wrong with this
installation. The hardware is definitely AMD64.
