I got it. It's a mysql bug (at least so it seems to me): changing the COLLATION of a table with foreign keys looses the ON UPDATE and ON DELETE.
I'm fixing my database now, I'll make a couple more investigation later and report it to mysql ab. This is also what broke the database in the first instance. The DB used to be latin1 then it was switched to utf8, that was when it loose the on update and on delete boundings. This is also what happened today as the database first was set up in latin1 and then I later changed it to utf8. Terrible.
