You can do this, but it will not be encrypted. Users are required to
authenticate before uploading a script.

This isn't the 1990's, nobody uses 'rlogin authentication' anymore :-P

There used to be the Mulberry mail client that had a built in Sieve
editor. There are no standalone clients that are strictly Sieve and
nothing else.
