Those versioned dependencies are generated during the debuild process. I
build those packages targetted at vanilla debian/etch and debian/sid
because that's where they are going to end up. Please consider building
your own debs. It's easy using

deb-src http://debian.nfgd.net/debian stable main

apt-get build-dep dbmail
apt-get source -b dbmail
