I would have thought so too except I found this in the man pages:
Alternatively a specific distribution can be
selected by following the package name with a slash and
the version
of the distribution or the Archive name (stable, testing,
unstable).
In any event, I tried this and got similar results.
sudo apt-get -t stable source dbmail

Building dependency tree... Done
E: Unable to find a source package for dbmail
