As far as I know, UTF8 is at least English/America. I would suspect your region is *not* UTF8, but some other UTF<x> value. If, for instance, you are on a Redhat based Linux distro, you can check /etc/sysconfig/i18n. This is where I see "UTF8" on my systems.
