I did not install the debian packages.  I compiled from source. hrmmm.

There is no bug. I've been running configure just like that for ages. The debian
packages require config files in /etc/dbmail/
My guess is you have an old version of dbmail-users in /usr/local/sbin that is
looking in the wrong directory.
