Not quite. Quota are re-calculated after every insertion and deletion
through lmtp, imap or pop3. They are also re-calculated by dbmail-util
because dbmail-util may delete messages (-dy) and because the admin may
have deleted messages manually.

About kmail, I don't know. I do know the quota are reported just fine by
Thunderbird.
