Are you perhaps then starting the wrong daemon, or one looking at the 
wrong dbmail.conf?

Try:

strace -o /tmp/trace.txt -ff /usr/sbin/dbmail-timsieved
grep dbmail.conf /tmp/trace.txt

or something similar.
