I checked the bugtracker and my mailing list archives prior to sending
this question.
Basically, we find that the Subject line of this particular email
contains a Unicode apostrophe, and thus the entire thing is encoded in
UTF-8.
However, the part that the filter is looking for is, once you strip the
base64 encoding, perfectly normal ASCII.
The system in question is running OpenSuSE 10.2, DBmail 2.2.13 (just
recompiled this year), not sure which libsieve version, it's 2.2 something.

I think I got my filters right now, but there are still some emails
that don't get filtered. For example, this one arrived into my inbox.
Note that there are many,many others that were correctly filtered by
the same rule that should have applied here. So, I checked the source
