the simple answers are always the best.

the server use to run FreeBSD, using the jail feature. it had lots of
limitations regarding permission and no real 127.0.0.1. when it changed to
ubuntu/vmware things where improved. in this instance i assumed this was a
limitation of not having access to '/tmp'.

once i read you responce i changed the permission to 1777 and now dbmail
will run and '/tmp' is available to everyone.
