Paul's RESTful interface has already been implemented; we have it in place and have done some testing with it. He will no doubt answer you himself re his work on the API, which is well underway - if not finished already (the guy works hard! I know he's been working on some items with me over The Holidays, for example...) Without knowing details of your project needs, I can tell you we are interested in DBMail for - among other things - reasons very similar to what you outline; that of 'tagging' or 'adding structure' to the core DBMail structures for purposes of integration with other systems. (In fact, several of our clients are developers of law-firm-and-related systems). I think you're on the right track.
