Used during delivery: first a message is inserted upon insertion. Then
the message is copied to the recipients. Deleting this user will break
delivery.

These are required for the #Public namespace. The __public__ user is
owner of those mailboxes, and 'anyone' has access to them in the acl
table, giving anyone read/write access.
