So what *is* the actual problem?
On port 587 it is common practice to _require_ both encryption
(starttls) and authentication.
On port 25 it is common practice to _support_ both encryption and
authentication.
Although unfamiliar with exim, your configuration looks ok to me.
So if users can't send email using smtp-auth, perhaps saslauthd hasn't
been setup correctly?
