I'm personally not aware of any problems with 2.6.16. In fact, 2.6.16
contains a bugfix for message/digest type messages.

The 'corruption' appears to be that Outlook doesn't like the
quoted-printable encoding for some reason. Probably missing CR
line-endings. But I'm not all sure.

I've tried the test-message you sent to me. It works just fine in
Outlook 2013 and 2007, using dbmail-deliver.

This only confirms my suspicion: Outlook doesn't like the
quoted-printable encoding, probably the CR line-endings are missing.

DBMail really must send CRLF, not just LF line-endings!

I'll look into it.
