I've updated to 3.1.12 now and it has fixed the html email issues. I imagine it's gmime rather than a dbmail issue. Running imap under gdb just incase.

No need to install into production server cd dbmail-3.1.12/; configure and make shutdown production service gdb src/dbmail-imapd (gdb) run -D ..... keep it running until it crashes ..... crash!
