Can you please help us with making the error message more clear?
"Please specify a list of disambiguators in
org.dbpedia.spotlight.disambiguate.disambiguators
within your configuration file server.properties."
Your config seems to be missing this line:
org.dbpedia.spotlight.disambiguate.disambiguators = Document, Occurrences
