AFAICT it is not an i18n thing, it is a maven thing.
I am not a maven expert, so when stuff doesn't work, although it really
makes no sense why, I adopt a MS Windows panic approach and "reboot". My
feeling is that maven sometimes gets caught up with old files and forgets
to download the right ones. So starting fresh helps.
