Hi Srecko,
I have no idea about your Java code, but to annotate a URL all you need to
do is to pass a "&url=" parameter in the HTTP request instead of a "&text="
parameter.

Like this:
http://spotlight.dbpedia.org/rest/annotate?url=https://pypi.python.org/pypi?%3Aaction=list_classifiers
