Hi Neil,
that is still correct for the newest DBpedia release. Only data from
articles which have an English equivalent is extracted.
I personally think it would be useful to mint URIs for resources in all
languages and interlink them if possible.

http://dbpedia.org/resource/Berlin.
Next release maybe...
