I noticed that http://dbpedia.org/snorql brought me to a page saying 
"This page doesn't exist yet. Maybe you want to create it?" and that the 
  DBpedia endpoint itself (http://dbpedia.org/sparql) has a similar form 
without the predeclared prefixes.

It also a link to "a rich Web based user interface with sample queries" 
at http://dbpedia.org/isparql that doesn't exist yet. Is that under 
construction?

Could someone give me a little general background about this evolution?
