Wikipedia does not allow for original research. This means that a Wikipedia
is a repackaging of what is already known. Individual facts if they can be
copyrighted in the first place, are therefore not for the WMF to license.
As to the licensing of data mining Wikipedia for research and, this is what
we are talking about when we consider DBpedia, I had asked it a long time
ago on behalf of a group of linguists that used Wikipedia as a corpus. This
was all done by mail. I am sure that Mike may be willing to say something
about this.
