This probably happened because these Wikipedia categories did not have any supercategories at the time when the Wikipedia dump used by DBpedia was created. Note that in Wikipedia, anyone can start new categories at any time, and they do not have to link them into the category tree. (The category tree is not a tree either, it contains loops.) DBpedia's quality has an upper bound in Wikipedia's quality, and especially the quality of Wikipedia's category system is rather mixed. OTOH, it is constantly improving -- both categories that you mentioned are now nicely connected within Wikipedia, and this will be reflected in DBpedia after the next update.
