Please always download this file to get all data sets for all languages:
http://downloads.dbpedia.org/$release/all_languages.tar

In particular for the latest/3.5.1 release:
http://downloads.dbpedia.org/3.5.1/all_languages.tar
http://downloads.dbpedia.org/current/all_languages.tar

I removed dbpedia_3.5.1.tar from the top level directory of the download 
server to avoid confusion.
