You can just do the following, pronto:

1. Make the links to DBpedia URIs
2. Publish you linkset in a format of your choice.

Once done, I have it loaded into its own Named Graph so that others can 
evaluate. In due course, it will become part of the DBepdia standard 
linksets.

I think you can execute this right now :-)
