That's correct. We decided to resolve redirects in almost all datasets. More precisely, we first extract all redirect pages, then resolve transitive redirects and remove redirect cycles, and finally replace all link targets by their transitive redirects where necessary. We also figured that for most applications, it makes more sense to resolve redirects, even if there is a small percentage of 'false positives' where a redirect doesn't actually resolve a synonym but points to a slightly different subject.
