Well, this file does not exist (or is not readable):

I think you should check out a clean, current mediawiki (version 1.22wmf1
or so) from their git repo. It's documented on
https://github.com/dbpedia/extraction-framework/wiki/Dbpedia-Abstract-Extraction-step-by-step-guide.
