iirc Openlink has some usage rules to ensure fair usage.
if you need only labels you can download only the label* datasets from the
download page and add them in your database
http://downloads.dbpedia.org/2015-10/core/

or use our newly introduced dockerized DBpedia
https://github.com/dbpedia/Dockerized-DBpedia
to host a complete local 2015-10 version
