These changes would affect the whole system, that's correct. But in many
cases, MySQL is not actually used yet, so it might not matter much. It
depends on your system.

I chose solution 1, mostly because the MySQL on my Ubuntu didn't work for
me, and I like the fact that I am using a fresh, private MySQL
installation, not modified by the Linux distribution or affected by any
other users on the system. But others edited their global MySQL settings
and it worked for them. It depends.
